TABCA Delegation Explores Development Finance Opportunities at U.S. International Development Finance Corporation (DFC)

WASHINGTON, D.C. — July 2026 — Continuing its outreach to U.S. financial and development institutions, the Turkmen-American Business Cooperation Association (TABCA) conducted an official visit to the headquarters of the U.S. International Development Finance Corporation (DFC). The meeting focused on DFC’s priority investment sectors and the financing pathways available to American companies operating in emerging markets.

Understanding DFC’s Priority Sectors

DFC is the United States government’s development finance institution, providing loans, loan guarantees, equity investment, political risk insurance, and technical assistance to support private-sector growth abroad.

The delegation reviewed DFC’s seven priority sectors:

  • Critical minerals
  • Energy
  • Infrastructure and logistics
  • Financial services
  • Agriculture and food security
  • Healthcare
  • Technology and telecommunications

DFC’s Expanding Central Asia Footprint

DFC is working from a substantially larger balance sheet than it was a year ago. The reauthorization signed into law in December 2025 extended the agency through 2031 and raised its maximum contingent liability to $205 billion — more than triple the previous ceiling — while adding a $5 billion equity revolving fund, authority to take minority equity stakes of up to 40 percent, and a wider geographic mandate.

That capacity is already visible across Central Asia. In February 2026, DFC and EXIM signed Heads of Terms with Uzbekistan covering critical minerals, infrastructure and energy; four months later the parties launched the U.S.–Uzbekistan Joint Investment Platform in Tashkent, adding transport and logistics and advanced manufacturing to the list. DFC CEO Ben Black has described the Trans-Caspian region as “one of the most strategically important economic corridors” — a corridor Turkmenistan sits squarely on.

The pipeline extends beyond Uzbekistan. In Kazakhstan, DFC issued a letter of interest to Power International Holding, the owner of Tele2, to support a transition to trusted-vendor 5G and digital payments infrastructure, alongside an earlier letter of interest of up to $700 million for the Severniy Katpar tungsten project. At the western end of the same corridor, DFC has financed the Poti New Sea Port in Georgia, including a second $25 million loan in June 2026 to complete the port’s second berth — capacity that serves cargo moving to and from the Caspian.

Turkmenistan has not yet featured in this wave of transactions. Closing that gap is precisely what TABCA’s engagement with DFC is intended to advance. The sectors the agency is backing elsewhere in the region — corridor logistics and port capacity, power generation, critical minerals, and agricultural processing — map closely onto Turkmenistan’s own stated priorities, and DFC’s instruments are available for Turkmen projects on the same terms they are available anywhere else. What has been missing is a pipeline of bankable, well-prepared transactions with credible U.S. sponsors.
